Türkiye'de İşsizlik ve İşsizliği Etkileyen Makroekonomik Faktörlerin Ekonometrik Analizi

Abstract

ÖZET TÜRKİYE'DE İŞSİZLİK VE İŞSİZLİĞİ ETKİLEYEN MAKROEKONOMİK FAKTÖRLERİN EKONOMETRİK ANALİZİ Özlem KARATAŞ Ondokuz Mayıs Üniversitesi, Sosyal Bilimler Enstitüsü İktisat Anabilim Dalı, Yüksek Lisans, Haziran/2016 Danışman: Yrd. Doç. Dr. A. Öznur ÜMİT Türkiye uzun yıllar yüksek işsizlik ve bu durumun yarattığı ekonomik ve sosyal maliyetlere maruz kalmıştır. Bu sebeple çalışmada, Türkiye ekonomisinde işsizlik sorunu ve işsizlik sorununu azaltacağı/arttıracağı düşünülen makroekonomik değişkenler birlikte ele alınmıştır. Bu amaçla çalışmada 2000:Q1-2013Q4 dönemine ait üçer aylık veriler kullanılarak enflasyon, büyüme, doğrudan yabancı yatırım, reel efektif döviz kuru ile işsizlik oranı arasındaki ilişkiler vektör otoregresif (VAR) tekniği ile analiz edilmiştir. Nedensellik testi sonucuna göre, Türkiye ekonomisi için işsizlik oranı ile enflasyon, reel efektif döviz kuru ve doğrudan yabancı yatırım arasında bir nedensellik ilişkisi bulunamamıştır. Büyüme ile işsizlik oranı arasında ise büyümeden işsizlik oranına doğru tek yönlü nedensellik ilişkisi tespit edilmiştir. Bu sonuç etki-tepki ve varyans ayrıştırma analizleriyle de desteklenmiştir. Etki-tepki analizine göre, büyümedeki bir şoka işsizlik oranının tepkisi beşinci döneme kadar negatif iken altıncı ve sekizinci dönemler arası pozitif olarak gerçekleşmektedir. Varyans ayrıştırma analizi sonucuna göre, işsizlik oranında meydana gelen değişimin %34'ü büyüme tarafından açıklanmaktadır. Anahtar Sözcükler: İşsizlik Oranı, Türkiye, Vektör Otoregresyon Analizi

Oznur UMIT For many years Turkey has lived with high unemployment, and been exposed to the associated economic and social costs. In this study, therefore, the unemployment problem and the macroeconomic variables which are thought to decrease/increase unemployment in the Turkish economy have been handled together. For this purpose, using quarterly data for the period 2000:Q1-2013:Q4, the relationships between rate of inflation, growth, foreign direct investments, real effective exchange rates and the unemployment ratio have been analyzed using the vector autoregressive (VAR) technique. According to causality test results, no causal relationship was found in the Turkish economy between unemployment rate and inflation, real effective exchange rate and foreign direct investment. However, between growth and unemployment rate, a unidirectional causal relationship was determined from growth to unemployment rate. This result is also supported by impulse-response and variance decomposition analyses. According to the impulse -response analysis, while the reaction of the unemployment rate to a shock in growth is negative until the fifth period, it is observed to be positive between the sixth and eighth periods. According to the variance decomposition analysis, 34% of the change occurring in the unemployment rate is explained by growth. Key Words: Unemployment Rate, Turkey, Vector Autoregression Analysis
