Yerel Demokrasi Bakımından Kent Konseylerinin İşlevleri: Ordu ve Ünye Örnekleri

Abstract

Yerel yönetimler, yerelin ihtiyaçlarının karşılanmasında halka en yakın birim olması nedeniyle büyük öneme sahiptir. Dünya genelinde küreselleşmenin yayılması ve yerel yönetimlerin öneminde görülen artış ile birlikte farklı bir yönetim anlayışına doğru gidildiği görülmektedir. Yerel demokrasi de bu yeni yönetim anlayışının gelişmesi ile kendine yer bulmuştur. Bu sürecin ilerlemesinde uluslararası ve ulusal ortamda gerçekleştirilen toplantı ve alınan kararlar oldukça değerlidir. Katılımın desteklenmesi, yönetişim anlayışının gelişmesi, sürdürülebilirlik, şeffaflık, hesap verilebilirlik, ortak akıl ve uzlaşının ön plana çıkması ile yerel demokrasinin kent yaşamında hissedilebilirliğinin artışını hedefleyen uygulamalara geçilmesi hedeflenmiştir. Dünya genelinde Yerel Gündem 21 uygulamalarının kabul edilmesi ile birlikte, ulusal ölçekte birçok farklı politika uygulanmıştır. Türkiye'de Gündem 21 uygulamaları kendisini kent konseylerinin oluşturulması ile göstermiştir. 5393 sayılı kanunla mevzuata giren kent konseyleri, Türkiye'de kent yaşamında yerel demokrasinin gelişmesi, katılımın ve sürdürülebilirliğin sağlanması gibi hedefleri içinde taşımaktadır. Kent konseyleri bu kanun ile birlikte yasal hale gelmiş ve ülke genelinde sayıları artmıştır. Tezde, kent konseylerinin yerel demokrasi bakımından işlevleri Ordu ve Ünye Kent Konseyleri ölçeğince incelenmiştir. Tezin hazırlanmasında literatür taraması gerçekleştirilirken aynı zamanda saha çalışması da yapılmıştır. Tez çalışmasında ilk olarak kent, yerel demokrasi ve kent konseyleri ilişkisi üzerinde durulurken, daha sonra kent konseyleri düşüncesinin ortaya çıkışı ile ilgili süreçten söz edilmiştir. Saha çalışmasında ise Ordu ve Ünye Kent Konseyi başkanları, yürütme ve genel kurul üyeleri ile mülakat gerçekleştirilmiştir. Tez, hem Ordu hem de Ünye Kent Konseyinin yerel demokrasi bakımından işlevsellik boyutunu ve mevcut potansiyelini açıklamaya çalışırken var olan sorunların çözümüne ilişkin öneriler geliştirmeyi amaçlamaktadır. Tez çalışması sonucunda, Ordu ve Ünye Kent Konseylerinin yerel demokrasiye katkı sağlama potansiyeline sahip olduğu; ancak gerekli performansı gösterme konusunda çeşitli nedenlerden dolayı sorunlar yaşadığı görülmüştür. Bu sorunların giderilmesinde kanun yapıcılara, yerel yöneticilere ve sivil topluma rol düştüğü sonucuna ulaşılmıştır. Local governments are of great importance as they are the closest unit to the public in meeting the needs of the locals. With the spread of globalization throughout the world and the increasing importance of local governments, it is seen that there is a different management approach. Local democracy has also found a place for itself with the development of this new management approach. Meetings and decisions taken in the international and national environment are very valuable in the progress of this process. Supporting participation, improving the understanding of governance, bringing sustainability, transparency, accountability, common sense and consensus to the fore, and transitioning to practices that aim to increase the tangibility of local democracy in urban life are aimed. With the adoption of Local Agenda 21 practices around the world, many different policies have been implemented at the national level. Agenda 21 practices in Turkey showed itself with the establishment of city councils. The city councils, which entered into legislation with the law numbered 5393, have objectives such as the development of local democracy, participation and sustainability in urban life in Turkey. City councils have become legal with this law and their number has increased throughout the country. In the thesis, the functions of city councils in terms of local democracy are examined on the scale of Ordu and Unye City Councils. During the preparation of the thesis, a literature review was carried out, as well as a field study. In the thesis, firstly, the relationship between the city, local democracy and city councils is emphasized, and then the process of the emergence of the idea of city councils is mentioned. In the field study, interviews were conducted with the chairmen of Ordu and Ünye City Councils, executive and general assembly members. The thesis aims to develop suggestions for the solution of existing problems while trying to explain the functionality dimension and current potentials of Ordu and Unye City Councils in terms of local democracy. As a result of the thesis, it has been seen that Ordu and Unye City Councils have the potential to contribute to local democracy, but there are problems due to various reasons in showing the necessary performance. It has been concluded that deputies, local administrators and civil society have a role in solving these problems. Keywords: Democracy, Local democracy, City council, Unye and Ordu city councils.
