Türkiye'de Deniz Kadastrosu İhtiyacının Araştırılması

Abstract

Yüzyıllardır insanlıgın beslenme, hammadde çıkarma, ulasım, ticaret gibiihtiyaçlarını denizlerden saglaması ve dünya nüfusunun gün geçtikçe artması sonucudeniz ve kıyı alanlarımız hızla tahrip olmaktadır. Bunun farkına varan gelismis ülkelerkıyılarını sınırlandırma ve koruma altına almak için deniz kadastrosu kavramınıolusturmus ve gelistirmistir.Türkiye'de kıyı ve denizlerle ilgili mevzuata baktıgımızda denizlerimizi vekıyılarımızın devletin hüküm ve tasarrufu altında oldugu ve buralarda özel mülkiyet sözkonusu olamayacagı belirtilmektedir. Fakat gemicilik, balıkçılık, akuakültür, denizkoruma alanları ve su sporları gibi deniz ve kıyı alanlarındaki faaliyetlerinsınırlandırılabilmesi ve denetlenebilmesi için kayıt atına alınması gerekmektedir.Bu tez çalısmasında gelismis ülkelerdeki deniz kadastrosu örnekleri incelenmisve yorumlanmıstır. Konuyla ilgilenen kurumlar, kullanılan yasal dayanaklar ve neamaçla deniz kadastrosu olusturuldugu tespit edilmistir. Türkiye'deki deniz ve kıyıalanlarında yapılan faaliyetler, bu faaliyetler için olusturulabilecek Deniz Kadastrosu'nayönelik Cografi Veri Tasarımı islem adımları belirlenistir.Anahtar Kelimeler: Cografi Veri Tasarımı, Deniz Kadastrosu, Deniz ve Kıyı AlanlarıFaaliyetleri, Gündem 21, UNCLOS

For centruies, as result of supplying the needs of humanity like nutrition, rawmaterial extraction, transportation, trade and increasing the popülation of the world,marine and coastal areas ar rapidly destroyed. The developedn countries who realizedthis aspect, created a marine cadastre consept and improved it to limit and to protecttheir coasts.When we think about the legislation about coast and seas in Turkey, it is statedthat our seas and coasts are at the disposal of the goverment and there cannot be privateownership. However, to limit and control activities such as shipping, fisheries,aquaculture, marine protected areas and water sports at marine and coastal areas, wherethese activities are done, should be recorded.In this thesis, marine cadastre models in developed countries have beenexamined and interpreted, their institutions which interest this subject, legal foundationswhich are used and for what purpose marine cadastre was created, have been identified.Activities, that are done at marine and coastal fields in Turkey, geographical dataproducingagencies and organizations have been identified for these activities and inthis way.
