This work focuses on eliminating serial killing by utilizing minimum resources. The initial crime transmission rate is examined using a mathematical model. We perform sensitivity analysis of the reproduction number R0$$ {\mathfrak{R}}_0 $$ to find the most active parameters regarding the transmission of crime. These active parameters are intervened using suitable control variables. The objective function is designed to control the crime-addicted classes at a minimum cost. To minimize the objective functional, Lagrangian and Hamiltonian are used. To check the validity of the results, numerical simulations through MATLAB are performed.en_US
