Dergipark'ta yayınlanan eğitim bilimleri temel alanıyla ilgili bilimsel dergilerin incelenmesi

Abstract

Bu araştırma, DergiPark veri tabanında eğitim bilimleri temel alanında yer alan akademik dergilerin bilimsel yeterliliklerini çeşitli niceliksel göstergeler ışığında değerlendirmeyi amaçlamaktadır. Araştırma kapsamındaki dergilerin uluslararası standartlara ve süreçlere istikrarlı bir biçime uyup uymadıkları ya da ne ölçüde uyduklarının bir profili çizilmeye çalışılmıştır. Bu açıdan çalışma Türkiye’de izlenmekte olan bilimsel yayın politikası hakkında çok yönlü değerlendirmeler yapmak ve öneriler sunmak hedefindedir. Araştırmanın temel amacına yanıt vermeyi sağlayacak bilgilere ulaşmak için nitel araştırma deseninin doküman analizi yaklaşımı kullanılmıştır. Elde edilen istatistiki verilerle mevcut durum analiz edilmiştir. DergiPark, akademik yayınlar bakımından bilinen bir platform olması ve Türkiye’de pek çok akademik yayını bünyesinde barındırmasından dolayı seçilmiştir. Bu yönüyle çalışma betimsel nitelik arz etmektedir. Bir derginin hem ulusal hem de uluslararası saygın dizinlerde yer alabilmesinin ön koşulları ile ilgili bilgilere yer veren bu çalışma, yayınların bilimsel niteliğe sahip olma noktasında dikkate alması gereken bir çok ölçütü de içinde barındırmaktadır. Seçilen ölçütlerle elde edilen bulgular ışığında Türkiye’de bilimsel yayın potansiyeli ile ilgili analizler yapılmış sonucunda ise bilimsel ölçütlere ve standartlara uyma yönünde davranış göstermekle birlikte yetersiz kaldığı parametreler de gözler önüne serilmiştir. DergiPark’ta yayınlanan 200 adet akademik dergi belirlenen kriterler doğrultusunda değerlendirilmiş ve analiz sonucunda bulgulara dayanarak en problemli kriterlerin web sitesi aracılığıyla erişilebilen hakem listesine sahip olma, uluslararasılaşma, dergilerin reyting düzeyleri olduğu bulunmuştur. Diğer yandan dergilerin ISSN no bulundurma durumu, düzenli yayınlanması, dergi makalelerinin Tükçe ve İngilizce özetlerinin ve anahtar sözcüklerinin olması kriterleri bakımından başarısının yüksek düzeyde olduğu görülmüştür. Çalışmaların yazar unvanları dikkate alındığında yardımcı doçent ve araştırma görevlilerinin sayılarının yüksek olduğu bulunmuştur. Elde edilen sonuçlara göre dergilerin editör, yayın kurulu, yayın kuralları, yazım kuralları gibi ölçütleri dikkate alındığında, bilimsel niteliklerini artıran özelliklere sahip olduğu saptanmıştır. Tüm bu bulgular DergiPark’ın, bilimsel dergilerin Türkiye’de ve dünyada görünürlüğünü ve kullanımını artırmaya, elektronik ortamda yönetilmesini sağlayan bir sistemin yaygın ve ileri düzeyde kullanımını sağlamaya ve akademik yayıncılığın Türkiye’de kaliteli ve standartlara uygun olarak gelişmesini sağlamaya yönelik hizmet ettiğini göstermektedir.

The aim of this thesis is to evaluate the scientific competence of academic journals in the field of educational sciences in the Journal Park database in the light of various quantitative indicators. It has been tried to draw a profile of whether or to what extent the journals within the scope of the research consistently comply with international standards and processes. In this respect, the study aims to make sophisticated assessments and offer suggestions about the scientific publication policy being followed in Turkey. The document analysis approach of the qualitative research design was used to reach the information that will respond to the main purpose of the research. The current situation was analyzed with the obtained statistical data. This study, which includes information about the prerequisites for a journal to be included in both national and international reputable indexes, also includes many criteria that should be taken into account in terms of having a scientific quality. In the light of the findings obtained with the selected criteria, analyzes were made about the potential of scientific publication in Turkey; as a result, the parameters that were insufficient despite the behavior to comply with the scientific criteria and standards were also revealed. 200 academic journals published in DergiPark were evaluated according to the determined criteria, and based on the findings, it was found that the most problematic criteria were having a referee list accessible through the website, internationalization, and rating levels of the journals. On the other hand, it has been observed that the success of the journals is at a high level in terms of having ISSN numbers, regular publication, Turkish and English abstracts and keywords of journal articles. Considering the titles of the authors of the studies, it was found that the number of assistant professors and research assistants was high. According to the results obtained, it has been determined that the journals have features that increase their scientific qualities, considering the criteria such as editor, editorial board, publication rules, spelling rules. In line with all these findings, it shows that DergiPark serves to increase the visibility and use of scientific journals in Turkey and in the world, to ensure widespread and advanced use of a system that enables them to be managed in electronic environment, and to ensure the development of academic publishing in Turkey in accordance with quality and standards.
